I know in Utah you have to have a car as smog capable as it would've been from the factory at most. Ex: if you are running too high of emissions, but install all the equipment your car would've had from the factory to help with emissions then you are good to go, even if your smog levels are still to high. Unless you're car is a 67 or older, those are smog exempt. I am hoping that it will be similar with safety features for cars......and I can sneak the lap belt by lol.
