1971 Challenger R/T with Y93 and Y23 Broadcast codes

I've been active in decoding broadcast sheets since my first Challenger in 1977, but am stumped on this Y23 code.  Because the Y93 is 1971 Show
Car Finish B and the codes surrounding Y23 are special event deliveries my guess is some kind of promotional event.  It's B5 on B5 with black stripes and black top 383-4 auto AC R/T.  Seems like most of the promo cars were 440-6 or convertible.  Anyone ever seen this Y23 code before.

I have not seen this.  but I am very interested in finding out what it means.

I have to admit that I am unsure of what exactly Y93 entails. Did show car status get special treatment.  I would assume these cars came with no gas in the tank since they were for show purpose.

When Galen decoded my car years back he said that the Y93 meant that they took extra time with the details like the seam sealer application.  Well there was a lot of room for improvement there as some cars had open seams between the panels.  I've seen where others have thought that the paint was buffed out and special attention was made in the paint quality like elimination of sags.  And Y93 also does have some sort of designated fuel level from the factory.  I've been in the car business my entire working life and did export cars at one point.  The cargo shipping companies required a low amount of fuel, but not empty so they could move the car around while loading.

But, the Y23 is more interesting to me because it might identify some type of purpose for the car.  It came from Arizona and think that was the original delivery state.  It's probably no big deal what the code is, but since it doesn't seem to show up anywhere on a search it was worth a post to this site.

73-74 shows code Y23 as State Code Edit Waiver.

Not sure if it means the same in 71

Galen's white book shows Y23 as California Package Edit Waiver. I'm assuming this means not to include California Emissions equipment. Might make sense if the car is from AZ.
