Snow/water/ice and mud/rocks would be an issue? This idea has been around now for over 10 years but no one has brought it to market yet?  Wonder how it is at high speeds?

I've seen these tires for quite a few years like Brad said.  Obviously, they removed the sidewalls to show the inner construction of the tire.  If these ever come to market, they would have a sidewall on them.  I wonder how they are mounted?  Would these require a special wheel?  Would they require a special tire machine?

Yes, it is a special machine.  I was considering importing some from europe(as I recall).  There are several countries using these but they are not approved over here.
I can't wait, I'll buy a set as soon as I can get them!  Especially if they make them in large 4x4 sizes!
