You 'll have to disconnect the wiper arm rod from the wiper motor. Then you check if it works at all speed and then close it off to see if it parks correctly and with NO movement or noise afterwards. If the noise comes when the parking ends, then you disconnect the plate and watch at how the breakers on the plate engage and disengage when the plastic camshaft moves it.

Check that the grounding strap on the motor has a good ground and also the same for the switch frame in the dash.  I had issues on both Cuda's I've owned with the dash frame ground affecting wiper motor park function,  I now run a ground wire to the dash switch frame.

That would be a simple fix - will give it a try
