At this point, pull them all and check them all.

I did this to mine so I had a fresh fully functioning fuse block.

Fuses are cheap, my blood pressure is not.

Turn signals work on them but where would the grounds be?

I can't see how grounds would be the issue as the same ground works for both tail lights & turn signals....
The tail lights circuit is a completely different system than turn signals up to the bulb getting power through the headlight switch on the unswitched side of the fuse panel while the turn signals only work when the ignion switch is on or turned to accessory.....

Wait a min, you say your turn indicators work but your parking lights do not work?

HMMMMM ... Power to the headlight switch doesn't come through the fuse panel... one in-line fuse for the headlamps & taillights if I'm reading it right..

Yep doesn't look to go through the fuse block at all,  has to be a problem in the wiring.

question....

I don't have a cuda but I'm pretty sure the front sockets are a 2 pin  socket(1157 lamp)

If so ......with the light  bulbs  out do you have  12vdc   From one pin in the base of the socket  To  ground  when the parking lamp switch is on .

And with the hazards on you should have  flashing 12vdc  from the other pin to ground...

If it's not a 2 pin socket  I take back my entire post which I'm not responsible for

when you say they are not working, are you checking to see if there is power there or relying on the bulbs to light up? The wires go into the main lighting harness. where they terminate connect I would have to look at a wiring diagram to discern but they should not be hard to track.
