Does the flasher have a ground tail? I've read that sometimes the ones without aren't strong enough and the leds won't blink.

Did you change out front and rear lights with LEDs?  Which flasher did you change out?  I changed out front and rear bulbs and changed both flashers for 4way and turn signal.
If you changed out the one behind the ashtray, you need to reverse the leads.  An easy way to do that is remove the terminals on that plug in and reverse them.  Or make your own pigtail, but reverse the leads.  Pretty easy.  Here is a link what the pigtail looks like.  Just add male bladed terminals on the open end.  The easiest is just remove the terminals in the plug in and reverse.  Many have done that.

update....

interestingly enough.. the flashers work fine. Its just the blinkers that done work. When i activate the turn signal nothing happens. if I turn on the headlights the arrow will go solid if i turn the signal on.

4 way flasher and turn signal use different flasher.  There are 2 in your car if its a cuda or challenger.  4 way flasher is near the left kick panel.

I've also read that the leads might need to be reversed for one of the flashers.  :dunno:

I found a flasher for my car with LED bulbs  that flashes the turn signals and you don't have to reverse the wires.   You do need to add a ground wire on the third connector.   I'll get the P/N when I get home.   It has 3 spades instead of 2 but it plugs into the original connector behind the ash tray.

Backside of ashtray

yeah, that's the one I am using. That one is for turn sig or hazards? Because my hazards work, turns don't.
