Radiator Support - rubberized line supports

I have a 73 barracuda and I'm preparing for paint.  I noticed that the clips or supports on the radiator support appear to have a rubber coating,  What is the proper appearance or treatment for these pieces?  Do they receive some rubberized coating or just stripped and painted?

I'm guessing it' an A/C car?   If so there is a clip on either side to hold the A/C lines where they pass over the core support, they are clear zinc plated with black vinyl coating where they contact the lines....

Yes, you are correct.  It is an A/C car.  Can the vinyl be purchased or should I plan some form of that rubber "dip" material like Flexseal or the stuff advertised for coating tool handles?
