From what I understand, mostly from Mopar Action, high manifold vacuum should mean lean mixture. Lean mixture is harder to combust and therefore needs more timing. So centrifugal advance advances for rpm and vacuum advance advances for lean mixture. They  work together to achieve this.
I don't know for sure, which is why I am having the problems in the first place, lol.

 Try disconnecting the vacuum advance and plug the hose just for a test. Reset your base timing, idle speed and idle mixture as necessary to achieve the highest stable manifold vacuum (fully warmed up) if possible, but limit your total timing to 38 degrees max. Easy/fast/free  :grinyes:
