Can such a path towards a build be modified for a R&P?  Can a rack be installed without a HORRIBLE turning radius/ackerman?

No, not with the combination of parts listed in your title in combination with one of the R&P kits currently available. Anything utilizing the stock, rear steering arms/lower ball joint in combination with a rack will have bad ackerman, long radius, and bump steer.  To avoid those problems, the rack must be mounted as a front steer unit, which requires a custom steering arm configuration, or a set-up built specifically around front mount rack use, such as an Alterkation or one of the other coil over conversion frame systems.

Came across this while looking for options for our 69 G3 Hemi Barracuda project.

http://www.moparsuspension.com/suspension-parts/HDK+70+to+74+E+Body+K+frame+package.php

Conversion to coil-over. Too rich for my blood but might fit what you are trying to do... :dunno:
Don't know anyone that has used it but there are a couple guys using them over on G3 Hemi Swap on FB.

I decided to go with QA1 K-Member from Jegs + Hotchkiss TVS from Summit for our project but no rack...
We are a ways out from pulling that trigger though.

I'm liking your build with a Borgeson Box, No R&P.  The 5.7L Hemi 8-speed will dictate oil pan height & along with T-Bars will dictate center link location.  THEN I can worry about bump steer.   Today, I'm wondering what are the taper angles on both ends of the tiebars?
