Fuse Block Fuse Mount Rivets Arcing

Okay, was having an issue with turn signal not working periodically, and was checking fuse block for dirty contact on fuses, and noticed there was arcing going on under the fuse mount rivet that holds the fuse mount to the plastic block!

Anybody ran into this before?

What is the best way to correct it? Is there any way to tighten the rivet up or solder it to the fuse mount without messing up the fuse block?

I doubt you could solder it without damage. It is possible to tighten up a rivet if you can get at both sides. Support the back side and using a flat tip punch and a hammer. Require removal from the car I would expect.
