What is this in the seatback?

I was visiting a restoration shop that was doing a 69' GTX.

Spotted this in the back of the seat back. 
Never seen this option or recall what it is.

Well first thats not a 69 seat, more like 74 or later... That electrical part looks like a pump for a lumbar support bag from a late 80's mid 90's vehicle...
