Crappy 70's gloss black paint.

Same as used on the exterior body.

What wheels did the car come with originally?  When was the car built?

In 1970, if you had a body colored steel wheel, I think you got a body colored spare.  In April/May of 71 they stopped painting wheels body color. So, if you have an early 71 with body colored wheels, did you get a body colored spare?  Not sure.
