Why are towing weights so low?

I'm new to Challengers but am going to renovate a 1970 440. Eventually I would like to use it for a tow car for my braked car trailer and T Bucket weighing total 4600lbs. Everything I read puts towing capacity down at around  2000 lbs. If I have a custom made tow bar and modern power disc brakes all round and the 440 engine what is it that restricts towing ability? Compare this with my modern 2 litre Volvo Station wagon that is rated at 5500lbs.

My Silverado 1500 Ext Cab 4 x 4 5.3L 3.73 axle ratio is rated at 7,500 lbs max tow capacity. Full-frame vehicles usually can tow much more than unibody construction. Tow more than the vehicle is rated at and there is a huge liability if you get into an accident.

I agree, the uni body plus the suspension would be the limiting factors. IMO, 4600lbs behind a challenger would be a little hairy

I'm in the process of removing and replacing rusted metal on my Challenger. Rails, floors, etc. Until this project, I have never fully appreciated just how flimsy these cars really are. Even the rockers and frame rails are thin gauge steel formed into pieces and spot welded together. There is really only one area of thick metal on these cars and it's the shock towers. Even the K frames are not as thick as you would think.

I don't mean to rain on your idea but I'd be scared to death to tow anything more than 1000 pounds behind one of these cars. If you were able to strengthen the car enough to actually make it work, the tongue weight of a 4600 pound load should be around 460 pounds. I just can't see the car safely handling that kind on load at the back end.
