Well there are a few different factors. but how many RPMs is it turning? Could be as simple as adjusting the screw...could be as simple as there should be a screw VERY close to the linkage on the carb (near throttle cable)...not on the main part of the carb...start turinin those w/o knowing what your are doing  :nono:. If you find that screw all it does is push the throttle at idle up, or screw it out to lower the idle...

What carb do you have?

There's a screw to adjust the idle. Backing(counter-clockwise) it off will lower idle. Another lesser possibility would be your throttle return spring isn't tight enough, or is worn.
