Rubber bumper threads? (Control Arm)

Are the threads on the rubber control arm bumpers supposed to be 1 time deal?
I bought complete Moog frt end rebuild kit and I'm looking at these rubber bumpers. Tried to thread nut on and it won't go. It is so tight it seems like the stud will rip out of the rubber.
It's the same for all 4 parts.
Is this normal?

they use a locknut & it is tight , generally once they have been on for a while it will rip the bolt out taking them off , I generally use the poly bumpers

run a bolt through the jam nut first to loosen the jam nut
