New Challenger owner w/ electrical problems

I just bought a 74 Challenger and apparently there had been a fire under the dash.  (I am not much of a mechanic).  There is a white electrical plug in connection with several wires coming out either side.  It appears some of the wires are burnt and exposed.  Would this be the cause for my brake lights and rear turn signals not to work?  Also, would this be called a wiring harness?  Can anyone help this amatuer?

yes this could be the cause of your brakelight problems, also you must find why this fire started because a new wiring harness yes this is the correct term, occured as anew harness without correcting the ground to short or a short or a fused melted or any of these problems can cause a fire.Ask any PHORD owner!!!
