Shock bushing & washer Placement

I went to put my shocks on after my car has been sitting a bit and well, I'm not sure how they go. The way I had them sitting on the shocks looks as though one washer rides on the metal of the shock tower then there is a  bushing above it, is that right, seems like an odd spot for metal to wear on metal.

the factory used a 1 piece bushing in an hourglass shape , the replacement is a 2 piece bushing so you have a steel washer on the shock then a rubber bushing then it goes through the body & another rubber bushing with a steel washer on top
