The V6F green R/T stripes are fairly unusual, I only know of a handful of cars coded for it so far.
The special order tag is normally found on police cars, it was very likely added to the car at some point.
For the T/As you mentioned, the blue one is the one that I know of. I have heard rumors of a yellow one near Sidney, but I have no details on that one yet.
