I found this on Craigslist and was wondering if it'll be the right part(s) for a 70 Hemi.

on an E body I would use a clutch fan , not aa fixed fan like this one
Yes it would work depending on diameter the big Chryslers had a larger diameter fan maybe 21" that will not work with a shroud

I wasn't sure whether a clutch could be put on that later. If not, I would rather hunt down one that has it.

clutch fans are different & ytou cannot add a clutch to that fan
