Well 68-70 Chargers aren't as cheap as you think or at least from what I have seen. If you want something more affordable go to a 71-74 B-Body. Just my thoughts and besides that some of the parts for a 68-70 Charger are more expensive then some Challenger/Cuda parts. Or if you want maybe look at a 68-74 A-Body car with a 273, 318, or 360? Those cars are still fairly cheap and with the 318 you would have decent mileage and they're easier to find.
