depends what you want , but 318 are finicky some mods just don`t work , a set of the later 302 heads or if you are goimg to a higher RPM powerband 308 heads & a dual plane intake & a small 4 bbl, cam choice is important depending where you want the power

I have no idea what internal parts I have in it. I do know it has an edelbrock performer intake, with some type of mild cam, and a much too big holley 750 double pumper. I have a hell of a time lightin' em up from a standstill...... and I aint happy about that.

What gears do you have in the rearend?  If they're some freeway gears that's alot of the problem right there. And like Chryco said a smaller carb.
Have the pistons been replaced with higher compression ones?

I have no idea what has been done to the car since I have just bought it. I cant get a hold of the guy that supposedly did all of the work to it, so really I dont know. I am sertain that it has taller gears, or whatever came with car originally.

The best way to make power out of a 318 is

Street; Is to use the Edelbrock Performaer intake, stock T-Q or 600 cfm carb max, pocket port OE heads, headers, split duration cam with at least 6* difference, 8* is better in duration. Compersion ratio not more than pump gas can handle. 9.0-1 should be just fine.

Street/Strip; A better head like the 302 with porting and larger valves in the 302 head to a 1.88 - 1.60  (360 valves.) A Edel. RPM or equal, increase comp. ratio and cam duration to suite needs of the target E.T. (or a Magnum swap is a very good idea.) Increase exhaust size to 2-1/2.

Strip; Big everything, LOL.
