I installed that option on my Challenger. I pull my pins, then reach in and pull the hood release. I do it in that order so that the pin plates don't hit the pins and get any more scratched up.
Looking at your picture, that pull release is chrome and doesn't belong on a challenger.
Also, there are 2 types of mopar hood latches that I've run into. One type, mounts the cable straight down under the release, pulls DOWN to release, and can be comprimised by hooking it through the grill.
The second type, which I installed in mine, pulls from the battery side and the bare cable is protected by a short plate screwed to the vertical support. Your pic shows the good side pull type. I'll try to get pics since I'm cruising in my car all week.
