check to see if that is th problem first , if it is then you need to by a kit & rebuild the carb

Can burnt valves cause backfires? I used to get lots of pops/backfires before replacing my heads, the old heads had burnt exhaust valves.

yes , but an exhaust valve cannot cause a backfire into the carb, unless the exhaust valve is not opening due to a worn cam or broken pushrod , either of these is a much more major problem , lets try the easy problems first
