Will the bumper and brackets from a 1972 Challenger fit on a 1973 Challenger without alterations?

Yes. The bumpers are the same.  The 73-74 brackets are drilled differently to hold the bumpers further out and use filler pieces to take up the gap.  The 72 brackets will make the 73 look cleaner.

the 72 bumper brakets move the bumper in tight to the grille so the fill panels can be removed , it looks a lot cleaner this way
