Not 100 % sure on this but I think it had to do with the car having full undercoating, included in a option package.

I to have the J54 option on my tag but my car came with the undercoating. Did it matter where the car was headed after the factory?  :dunno:

My '73 340 Ralley did not come with hood insulation but does have wheel well undercoat.

They all came with wheel wells undercoated.

I have read that if they were fully undercoated they had hood pads unless it was a sport hood.
This what I have read the so I can't substantiate it.

All cars came with undercoating in the wheel wells standard.

J54 is the sport hood, not the pad.

J55 is the optional full undercoating with the hood pad. The hood pad on J55 optioned cars was deleted for fresh air hoods like the Shaker, AAR and T/A hoods.

Not too sure what you are calling a "sport hood" but my 73 came with a Rally hood and it has the under hood pad!!

The J54 sport hood is the two scoop steel hood on E-bodies. It is referred to by a few different names, Rallye hood included.  ;)
