Just fyi.... there is a means by which the Missouri Highway Patrol can issue a new VIN on a car, but at a huge cost. If you have a new one assigned, the car then becomes a NEW car. So if my '73 is given the new VIN, then it becomes a 2006, according to the title. That really sucks. If you need to change dashes and the VIN plate is destroyed in the process, you have a HUGE problem because your classic car now becomes a "NEW" 33 year old car. Not sure if the "NEW" car is now required to meet new car emission standards, but I think you all can see what the problem with this is

EVERYONE,THE JUNK AND BURNED TO THE GROUND 70 SIX PACK CUDA CAME FROM MY AREA ORIGINALLY. THE GUY THAT SOLD THE CAR INITIALLY ON EBAY STILL HAS THE DRIVELINE. I DO NOT KNOW IF HE WILL ADMIT THIS. A FRIEND OF MINE SAW THIS CAR AND THOUGHT HE COULD FIX IT . HE HAS FIXED WORSE. BELIEVE IT OR NOT.HE WAS WILLING TO PAY 9,000.00 FOR IT. HE BACKED OUT WHEN EVERYONE LOCALLY SAW THE CAR. HE DID NOT WANT EVERYONE TALKING SMACK ABOUT THE CAR WHEN IT WAS FINISHED. THEY WOULD BE CLAIMING IT WAS A BODY SWAP,WHEN IN FACT THE GUY WAS OVERLY CAPABLE BOTH IN SKILL AND FINANCE.AS A SIDE NOTE,ANOTHER FRIEND OF MINE RELIEVED HIMSELF ON TOP OF THE CAR ONE NIGHT BEFORE THE WINNING BIDDER PICKED IT UP. THE CAR WAS STORED AT ALOCAL BODY FOR ASHORT PERIOD OF TIME. THIS IS THE CAR THAT [ONE BAD FISH] WAS REFERING TO.THE GUY THAT SOLD THE CAR ON EBAY HAD NOTHING IN IT. HE BOUGHT SEVERAL CARS OFF OF ONE GUY AND SELLING THIS PAID FOR THE OTHERS .ONE WAS A BADLY ROTTED 71 SIX PACK CUDA.

Wow, strong opinions guys.

Those aren't opinions, they're facts.  Call your state DMV and ask them if you need further clarification.

if you take the most rusted out hulk of a car, (lets say a hemi cuda just for fun) and replace the fenders, hood, quarters, floors, part of the floor, part of the cowl,  some of the frame rails and rework the rest of the car to rid yourself of the rust, etc aren't you rebodying the car anyway???

Rebodying is a legal term with a specific definition, so, no you aren't.
