In all fairness then that should apply to all crime - if you get busted at 59 in a 50 you pay $150, if I get busted at 59 in a 50 I should pay $300, and if my deadbeat brother-in-law gets busted at 59 in a 50 he should only have to pay $5 because he hasn't worked this century yet...
