what is this for?

I am still in the process of installing my new rear quarter panel and I need to fabricate a piece of metal that the quarter panel attaches to at the drivers side rear window.  The first pic is the location of that piece on the car.  The second pic is a close up of the piece I need to make.  My question is this: what are the two allen head screws for?  There seems to be some sort of tab that sticks out and it can be adjusted and held in place with the screws.  Is this some kind of stop adjustment for the window or something for the trim?  Any help would me appreciated.  Thanks!
