frame caps from ART..in mopar muscle..

did anybody read it....i think i would blast the rust then coat it with zero-rust then install the caps...also listed about a 1/4 plate that covered the rust and didn't do anything...i wouldn't have done it that way but...if it was welded to other good metal around it, wouldn't it have helped? or am i just stupid
