Heat Shield Mounting

Can someone tell me if this is the way the heat shield for the muffler is suppose to be mounted.
If it is how does it protect the gas tank from the heat.
I'm trying to get it right. Why would they place mufflers right next to a gas tank?

They didn't care about protecting the tank from heat. They wanted to try to keep the ice and beer in the cooler, in the trunk, colder longer.
In the '70s it was still okay to drink and drive, till the legal limit.
