Which holes are used for the fender tag?

When I got my 73 Cuda, the fender tag had been taken off. When I look at the fender, where it is supposed to go, there are 3 equally spaced holes. When I place my tag on the fender, it can go on the front and middle hole, or the middle and back hole. Which holes are correct to use? I know its a minor thing, but I want it to be right. Sorry, I didnt think to take a pic.

The fender tag is mounted furtherest forward, for a single fender tag car. BUT It has been set up this way to accomadate highly optioned cars that use two fender tags.  That is why their is two sets of holes, the second fender tag is usually mounted under the front fender tag and with the front overlaped to share the middle hole. :clapping:

Thanks for the info. I just assumed that a second hole was drilled only if a second tag was needed.

My 70 has 3 holes. The last one had a small inspection tag on it
