Can I assume that the original pie pan on the 70s were made of tin like the one I have and not some decal like I see on e-bay?

Yes, they were tin inserts.  You can get them through Mopar Performance or through Summit.

Clarifications:
Dodge = Magnum
Plymouth = Commando

I have seen:
“383 Four Barrel” (Dodge and Plymouth - Red)
“383 Magnum” (Dodge - Orange)
“383 Magnum” (Dodge - Red)
“383 Road Runner Engine (Plymouth - Orange)
“383 Road Runner Engine (Plymouth - Red)
“383 Commando” (Plymouth - Red)
“383 Super Commando” (Plymouth - Orange)
“383 Super Commando” (Plymouth - Red)

Questions:
I have a 71 Cuda with the 383 “HP” motor (factory Holley), when decoded, it is call it the Road Runner engine.

What is the correct Pie Pan?

Good question.  I forgot to put that in there.  The only thing I can think of is if it was installed in a Police car.

The Pie tins in 70 were orange
 340 read ''340 Four Barrel'
383 330hp read ''383 Four Barrel''
The R/T with the 383 or 440 Dodge read ''383 Magnum'' and ''4440 Magnum''
Plymouth wITH the 383 read ''383 Super Command''
440 read ''440 Super Commando''

Challenger used the ''383 Magnum'' in 71 and the Barracuda used ''383 Super Commando''

 In 72 the pie tins were replaced with decals

I believe the difference is a 2 barrel or 4 barrel

The 383 (6.3 L) short-stroke B engine used a 4.25 in (108 mm) bore and was introduced in 1959 for the 1960 model year. Over 3,000,000 B 383 engines were produced between 1959 and 1971. Dodge's version (the D500) had a cross-ram induction manifold and dual 4-barrel carburetor as options. In some Dodge applications, this engine was labelled as the Magnum, while the Plymouth's version was called the Golden Commando. The "Golden Commando" came with a special dual-point distributor for a hotter spark, a drag-racing derivation. Note that there was also an RB 383 (the Golden Lion), though it is quite rare.

Until 1971, the high output 440 was marketed as the Magnum in Dodges, the Super Commando in Plymouths, and briefly as the TNT in Chryslers. It looks like the 383's were Commandos and the 440 Super Commandos.

The Golden Commando was for late 50's, early 60's "B" engines...  I think that the Dodge engine at that time was called Ramcharger.........
