lots if variables , but yes it is in the range ,
 if the engine is hot & the throttle is held open the readings may rise , , how fast is the engine cranking over Etc , what is the pressure on the first hit ?
 I use a guage as more of a comparitive tool , if all cylinders are in the 15% range , less is better the engine is healthy
