Now I need some advice on mounting the rear bumper...

Front bumper is mounted, and the rear is on but the brackets are not tight on the frame. Unfortuntely I just figured out what those round clip washers were for on the bracket bolts. Not only did they keep the bolts in place, but they must allow one to tighten the bolts with out holding the other end of the bolt. I only had one and I took that one off. Now I can't tighten those bolts as they just spin. I had them loose so I could attach the bumper bolts. That looked like the only way to get the brackets on since the valance pan was already attached.

I just pull off the valance to give plenty of room to get a wrench on the bolts,the clips are just there to keep the bolts from falling off- not from spinning.

I was able to tighten mine with a combination wrench and a socket/rachet with a bit of wrangling.

Good luck.  This was without dropping the valance,

for what it is worth...
i was trying to mount the rear bumper, but everytime i tightened everything down, i got a huge gap in the middle (due to a bow) and the sides kept chipping the bumper filler.
the way i resolved this (with the rear valance on)...

i bolted the bumper straight to the bumper mounts, and only let the rear bumper guards have about 1-2 threads of grip.
bolted the bumper guards to the rear frame (the bumper is now in the right position, with no gap and not chipping the rear filler)
then, bolted the bottom of the bumper guards as tight as i could (had someone wathcing the bumper to make sure it didn't move--it didn't)
last thing i tightened was the upper bolts for the rear bumper guards...

this process locked everything in the right position, and appears to be rock solid.
no bow in the center of the bumper,and no interference between the bumper and the rear bumpe filler...
