At the very least, the cable needs to be adjusted. There should also be a lot of "dead" travel in the pedal, where no movement at all happens. I have also seen the cable incorrectly attached to the throttle arm, causing a severely shortened arc of travel. Investigate these possibilities first.

We have tried adjusting the cable, but not quite sure how other than up on the manifold. at full throttle, the butterflies should be more than 1/4 open.

Pull the cable sheath all the way back till there is a only a slight droop on the cable attachment (choke off), then re tighten the nut on the cable sheath.
The peddle normally comes up when the slack is removed.  You may also need a kit from Eddelbrock for the Mopar application.

there is a braket that bolts to the eddy carbs for Mopar applications , you need to have the pin closer to the throttle shaft to gain more advantage pedal travel to carb travel
