From experience, if you can fire up a car when it's below freezing, you HAVE spark.
If you have a weak spark, it is REAL easy to flood the engine in extreme cold weather.

Changed to the 2 pin ballast and I now have almost double the voltage at the coil (approx. 6 volts). Perhaps it will be higher with the engine running.

should be higher yet , battery should be 13.2 v so you are starting off low & it should be very close to the same voltage at th eballast so check bulkhead connections for resistance as well as you are losing some between the battery & ballast

Looks like I am losing 0.9 volts between the starter relay and the engine side of the bulkhead connector which means I am losing it in the wire/fusible link?
Have you seen this before? I only lose 0.4 volts between power in/out of the bulkhead. My electrical know how on this car is a little rusty and I'm tired as I spent all day fixing frozen water lines at my neighbours house. He went away for 2 weeks and nobody was checking his house. The furnace went out days ago

That's why I don't use the old Chrysler system. My digital-6 hooks directly to the battery.
