Steering Wheel Adapter

Sorting through the parts, I came across a steering wheel can adapter that I don't recognize.  Any ideas?

That will also bolt right on to an E body and move the wheel farther away from the driver.

It will fit nearly all of the Mopars but it was only available originally on a few models. The most common were the 70-71 A and B bodies for the rimblow and let's not forget the Tuff Wheel which was on several models for several years.
