my question is where are you going to install the shim ?
 you copuld try a  shim on the outer edge of the starter to twist it away from the flywheel a little ,

Sorry for not being clear before.  I was wondering if the gear on the starter is too close to the ring gear and can't turn enough initially to engage into the ring gear. I was wondering if I could shim it to get it farther away from the ring gear so it can turn a little more.

Maybe try a different starter. It's possible the bendix just took a crap at the same time you changed the flywheel. If so the starter will spin but not engage the flywheel. :thinkerg:
