Splash Shields, frame

I was looking at my '70 AAR 'Cuda and see I have a driver's side splash shield that protects the starter and has cutouts for the steering and brake line that mounts on the frame with 4 bolts, but the passenger side has none on the frame that would match it.  Is there supposed to be one on the passenger side?  Thanks.

They are also just supposed to be on automatics.  I'm sure some 4-speeds got them by mistake though.
