TQ adjustment tool

I ordered a rebuild kit for my Thermoquad carb.  I have adjusted the air valve in the past, but that was a long time ago and it was a PITA without the special tool.  Any ideas on how to improvise on tool C-1452?

eithe rcopy what they have or use 2 screwdrivers 1 the hold the center while tightening the outer ring with the second driver

That's how I had done it before and it seemed like you needed a 3rd hand.
