Tramsmission problems

Car with a 727 in it. It slips fairly badly in forward, but doesnt seem to slip in reverse. Fluid looks good and doesnt smell burnt. Car has about 75k original miles on it, but has been in storage for many years. I do not know the state of the transmission when it was put into storage.

Could this be caused by a modulator, or maybe something being out of adjustment?

Or is a total rebuild in order?

Rebuild it,FYI,it does not have a modulator.
