help with interior prep

I'm looking to start working on the interior of my '73 cuda... The floorboard and trunk have light surface rust...

I plan to cover it with B-Quiet soundproofing or something similar...

Should I just lightly clean it and coat it with por-15 or get a soda blaster (about $100 at harbor freight), blast it and use primer ?

I should add that this is going to be a driver, a nice one, but not a show car...

i used the por 15 after i sand blasted,,just ruffed up the surface before coating  :2cents:

Light rust I'd hit with a wire brush on an angle grinder if you have one, if not a drill

just clean up the surface,i.e. remove all scale, corrosion etc as was mentioned in the other posts.
make sure all large particles are gone, clean with some good degreaser.
allow to dry, and treat.
you should be fine.
