Vacuum switch on floorboard...what is it for ?

Sorry if this is an obvious question (I am a MOPAR newbie), but I am trying to determine what a switch is for on the floorboard just above the headlight dimmer switch.  Its a rather large bracket and a round button switch, with two vacuum lines running from it through the firewall behind the brake booster.  It looks really old.  One line stops near the windshield wiper motor, the other runs all of the way around past the A/C dryer.  Does anyone know what this would have been for ?  I assume you were supposed to press it with your foot.

it may be a manuel washer pump for the wipers

Thanks, that makes sense as its the one component that I don't seem to have.  Its a '70 Cuda and the hoses are gone that connect to the squirters on the hood, so I was wondering how that worked and never associated this switch to the wipers.
