1970 challenger convertible

Hi everyone,
I am looking to purchase a 70 challenger convertible and found one for 15k. I was just wondering if anyone knew if this is a good deal or not.
The car had a frame off resteration but is not complete yet. The sheetmetal is on with doors. The car originally was a 318 car. Now has a 440 with 4-speed to go with it. Needs to be wired and interior needs new seat covers. The car is mostly painted except doors and hood, trunk lid. The only thing missing is the radiator, shroud, and fabric top. Again it needs to be completely put back together.
Any one know what this would be worth when completed since its non matching.
Any help would be appriciated.

If all the metal work is done and just needs a spray, blocking, and assembly, I'd say $15k is worth it.
