Nope, the 383 has shorter block than the 440, that's where the B / RB comes in the 383 is big block and the 440 is Raised Block. Many of the components will interchange such as heads, exhausts, water pump housings etc but the difference in block height makes the intakes different and the distributor, the rods and pistons are different, as is the crank. Many similarities but many differences too.
