Well did some investigating, and found some issues with the wiring going to the steering column, fixed those ans cleaned up the bulkhead connector which helped. The voltage drop from the (+) battery terminal to the ballast resistor was about 2 volts, and now it's down to .4 volts. That's still more than I'd like, but on the plus side, The alternator is now charging the battery!!!
The problem now... It's overcharging. So I will try to swap the voltage regulator again, and see if that solves it. At idle it charges just slightly, but when I rev it up a bit it read out around 18 or 19 volts!!!

                                    :woo:

Looks like the main culprit is the wiring,    Maybe the regulator will be the last part of the puzzle.

Got the resistance down to .2 ohms between the battery terminal and the blue wire on the voltage regulator... still the same thing.
Swapped back to the other voltage regulator and it doesn't charge at all, put the one that I have in now back in and it overcharges!!!
What else is there to do?
I don' think the resistance is going to get any better. The lights and everything are way brighter now that it's charging, but I'm worried I'm going to cook the battery now that it's overcharging. I unplugged the green field wire and the alternator drops back down to the battery voltage, so it's not internally grounded, I'm thinking it must be the voltage regulator. If it was the resistance in the wire it would limit it still I'd think, so when it would over charge, but when I rev it, it would still be regulated to like 14 or 15, but when I rev it it shoots up to 19 volts! The ground on it is good. Any other ideas are greatly appreciated:) Thanks for everything so far!
