balanced balancer?

 I have an original stel damper from a forged crank that has been on my 383 for the last 20+yrs. I'am trying to sell it to a freind that needs it but we noticed a couple of "reliefs" cut int the outer ring. They are on the edge of the ring near the timming, each about three inches long. They dont have any scratch or marks on them but dodnt appear to ave been done by a machine. Are they normal for the thin dampers or do you think it required some type of balancing? The engine does have the forged crank and no weights on it. ??? Do you think it's ok to let him use it?

If it was fine on your 383, I'd say so long as he has an internally balanced engine it will continue to be fine.
