What are these bolts for?

What are these bolts that the previous owner left threaded into the frame? There are two on each rear frame rail. Are they for some kind of bumper bracket or bumper guard?

on my 73 challenger they held the BIG bumper guards.. I see yours had the 70-2 guards now.

They are for the brackets that generally connect the frame to the rear bumper overriders.
