seat belt help

Ok so I am trying to get the front seat belts in and it looks like the retard that did my car either a. Went over top of the holes or b, never put the nuts back in when he did the car!!! The car is painted and the interior is in. What would you do??

Are you talking about the carpet or the headliner?
To do the holes in the carpet, use a pencil type soldering iron to melt thru the carpet at the bolt hole location. If you have a hard time finding the locations, you may need to poke thru from the bottom side.
