Just a follow up.......
I tried 3 times contacting the owner and got no response, last time was this mourning. So I went to paypal to file a claim, their website indicated that it has been longer than 45 days since the transaction so they couldn't do anything about it other than fowarding my claim to the seller.
This afternoon I get an email from paypal and from primos advising me I had received $90.83 into my account.
1/2 of the total amount I sent him. The email I received from him is as follows:

I'm shutting down my business and will no longer be selling parts primarily because my cost from the supplier has gone up and I can't compete any longer while still making a profit. I've issued you a refund via paypal for half of your purchase price. Sorry things didn't work out between you and the post office. Hopefully this helps. Take care
I guess I'm lucky I got anything back, but for sure from now on I'm gonna find out in advance how parts are shipped and if the are shipped insured. Lesson learned !!

I guess it's better than nothing.  I guess the lesson I learned from reading this thread is to file the claim immediately and let PayPal / Credit card take care of the details.

Sorry you lost the $90.

Well just because the jerk says he is shutting down his business because he can't compete ( he should try customer service) does not mean that he doesn't owe you a full refund. Don't let him off the hook that easy. He is just hoping you will give up. Keep bugging him and tell him you want the rest of your money back. Remember, the squeaky wheel gets the grease. :swear:
If I cant fix it, it's broke

If you paid with a credit card via Paypal, then the party's not over.  Now you process a Chargeback via the credit card.  Same as before; item not received...

I wouldn't refund the money if I were the vendor. If you sent a kid to the grocery store to buy some eggs and he turns the corner coming back to your house and drops the eggs would you want the grocery store to refund you.
This is USPS's fault all the way. The vendor upheld his end of the bargain and put the goods in the mail. The mail screwed up. Did you ask him to send it insured, did you ask for it to be sent by a non-governmental shipper. The USPS is part of the US gov. and you know you can't rely on them.
The only way I can see where the vendor should do something for you is if you asked specifically for insurance or for Fed-Ex, UPS, DHL... and he insisted on sending uninsured USPS. I didn't catch whether or not you requested insurance or assumed risk.

 :clueless:

If the grocery store owner sent a kid to deliver you some eggs and the kid broke them?   Is more like a comparison.    And were not talking about kids and eggs :roflsmiley:

Please send me 1900 bucks for a big screen tv, I will get it to you.  I will send you a money order for 5000 bucks, please cash it and mail me back 3,100 bucks.  I will send you the mailing address from nigeria.

I didn't have a choice as to who he used for deliverly or a choice to insure it or not.

The whole notion of paying for insurance for shipping something is a little strange.  I recently mailed something USPS and the guy asked me if I wanted insurance, delivery confirmation and a bunch of other cost adders.  I said no thx, he sorta smirked and made a noise like it was a mistake.

So I made the comment, you guys don't lose or damage things do you?  He quickly replied with pride, oh no we're not in business to lose things.

So my question is, since when did we as the consumer become duped into paying insurance for someone to do a job we paid for?

I don't pay a resturant for medical insurance in case I get sick eating there.

Am I way off base on this?

I believe the vendor to be at fault.  I do a lot of mailingfor eBay sales, and use the USPS for my shipping.  I have had only one problem, and that was a part that was lost in Puerto Rico.  All of the shippers lose packages.  The USPS is the only organization that publishes their on-time delivery rate is the USPS, and the numbers are in the upper 90s.  (That said, I do have some issues with the scanning procedures the USPS employs, and have voiced my opinion several times.  Like someone said above, "The squeaky wheel gets the oil.")

Next, I believe you said you spent $30 for shipping.  That is way more than it cost to mail the parts via Priority Mail, therefore the vendor had sufficient funds to ensure he protected you and his company - greed got the better of him.

Finally, it is the vendor's responsibility to deliver the product to you.  He has all of the shipping information and receipts and is the one who should be trying to determine what happened to the delivery.

That's my story, and I'm sticking to it.

Oh I completely agree with you.

But in my online retail experience, insurance was never an option for my Buyers.  It was always automatic with the sale.

Sellers who collect as much as txchallenger paid and don't include insurance automatically are inexperienced and greedy.
